Station District Mixed-Use Development Project
Draft Environmental Impact Report
Released for Public Comment

The City has released the Draft Environmental Impact Report (DEIR) for the Station District Mixed-Use Development Project. The 45-day public comment period is from August 6, 2010 – September 20, 2010.   A Copy of the DEIR can be viewed at City Hall, which is at located at 34009 Alvarado-Niles Road. Please inquire at the Planning Division counter during open business hours.  The DEIR can also be viewed at the Union City Library, located at 34007 Alvarado-Niles Road.  Please inquire at the reference desk during library's open business hours . The DEIR is also available for download (see below) in a PDF format as well as the DEIR Notice of Availability, which provides instructions on how to provide public comment on the DEIR.        

Barry Swenson Builder is the applicant for the project.  The DEIR analyzes the build-out of Blocks 2 and 3 in the Station District, which includes up to 973 residential units, up to 37,500 square feet of ground-floor, retail-ready space along 11th Street and up to 6,200 square feet of business condominiums along the proposed Pedestrian Promenade.   The residential units are proposed in three, strategically located towers and several mid-rise buildings on top of podium parking garages. 

The applicant has applied for a General Plan Amendment to increase the allowed density from 80 units to 165 units per acre in the Station District and a Zoning Text Amendment to incorporate the development standards listed in the Union City Transit-Oriented Development Design Guidelines, that were previously approved for Blocks 2, 3 and 4, and to accommodate the project.  The applicant has also applied for Site Development Review for development of Block 3, which includes 274 residential units, retail square footage along the 11th Street frontage and business condominiums along the proposed Pedestrian Promenade.  A Use Permit has also been applied for to vary certain development standards.  

A study session with the Planning Commission is scheduled for September 2, 2010 to provide an overview of the project and DEIR and accept comments from the public.  Please note that although verbal comments will be accepted at the meeting from the public regarding the DEIR, any formal comments from the public should also be submitted in writing to the City no later than the close of business on Monday, September 20, 2010 so that staff and the consultant may respond clearly in writing to any issues that may be raised. The Planning Commission meeting begins at 7:00 pm in the City Hall Council Chambers located at 34009 Alvarado-Niles Rd.
