Homelessness Prevention and Rapid Re-Housing (HPRP)
Temporary financial assistance and housing relocation and stabilization services are available county-wide to individuals and their families who are homeless or at risk of becoming homeless. Services for South-County residents, including Union City, are available from the Fremont Family Resource Center and Abode Services.
To be eligible for HPRP services, applicants must be homeless or at-risk of becoming homeless. Applicants can be individuals and/or families. Clients are to be served on a first come first serve basis when eligible for the program. To see which centers in the County are currently accepting referrals, please click on the following link:
Program definitions
- Homelessness Prevention defines a living situation where an individual or family is at-risk of becoming homeless, meaning they have received notice of delinquent rental or utility payments and have no means to pay the past due amounts and face imminent eviction.
- Rapid Re-Housing defines a living situation where an individual or family is currently homeless with no place to sleep tonight. They may be staying in a homeless shelter or housed through a homeless program.
Income Eligibility
Applicant household income must be below the following limits to be eligible for HPRP services. The guidelines are based on 50% of the Average County Median Income, which at this time is as follows:

Evidence of homelessness or of being at-risk of being homeless and documentation of citizenship for the head of household is also required.
