The Environmental Program Division is responsible for the safe management of hazardous materials and hazardous wastes within the City.
The Environmental Program Division is the Certified Unified Program Agency (CUPA) which is the administrative agency that and oversees and enforces the following local, state and federal hazardous materials and hazardous waste regulatory programs:

The CUPA also includes the Clean Water Program as part of its inspection services.
The CUPA provides its regulated businesses several convenient benefits such as a single point of contact for permitting, billing and inspections; uniformity and consistency in enforcement of regulations; and a single fee system incorporating all of the applicable fees from the CUPA programs.
